The main purpose of vehicle-based sanctions is to separate the offending
drivers from their vehicles and restrict their access. In this way, the
sanctions both punish the offenders and protect the public from their continued
drunk driving behavior. In the case of alcohol interlocks, the sanction
can also contribute to the offender’s treatment objectives by reinforcing
the choice to abstain from alcohol. Limiting access to the vehicle increases
the effectiveness of licensing penalties. As with ALR, swift and certain
action is assured by applying these sanctions administratively following
arrest, leaving the offender little opportunity to evade punishment.
The coordination of sanctions and their effectiveness as deterrents is greatly
improved by accurate tracking and record keeping. Unfortunately, often vehicle
records are not cross-referenced against driver records. As a result, vehicle
sanctions may fail to appear in the hardcore offender’s driving history.
